As a founding member of the TDA, bringing together willing countries, cities and companies to accelerate transportation decarbonization, Portugal is putting forward regulations to achieve net zero carbon emissions by 2050.

José Gomes Mendes is the First Secretary of State for Mobility in the Government of Portugal, responsible for Urban Policies and Mobility. He is currently the Chairman of the Steering Committee of the Transport Decarbonisation Alliance. Prior to becoming a member of the government, Mr. Mendes served as Vice-Rector for Knowledge Transfer at the University of Minho, Portugal, where he used to be a Full Professor on Urban and Regional Systems. In addition, he held management positions in different companies, including Science & Technology Parks and Incubators, served as an Expert for the European Commission, and developed research at universities in Italy, the US, Brazil and Mozambique.
